HDS 2.0 Certification
Any externally hosted health data requires an HDS-certified hosting provider. The HDS 2.0 framework, published in the Official Journal on 16 May 2024, requires compliance by May 2026. Six activities covered: physical hosting, infrastructure, platform, administration, external backup, and managed services. As soon as your backups leave the pharmacy or your LGO runs as SaaS, this is mandatory.
Reinforced Health GDPR
Health data is sensitive data under Article 9 of the GDPR. The CNIL pharmacy reference framework (July 2022) specifically governs compliance for pharmacies: processing register, explicit consent, regulated retention periods, CNIL notification within 72 hours of a breach. Segur Digital Programme
The Segur programme requires your LGO to be certified to feed the Shared Medical Record (DMP) and use MSSante secure messaging. Pharmaceutical Record, Sesam-Vitale and e-prescription
Pharmaceutical Record (DP)
Created by the CNOP in 2008, the DP lists dispensed medications for 4 months (21 years for vaccines, 3 years for biologics). Since the decree of 3 April 2023, creation is automatic unless the patient objects. This means your infrastructure must be operational at all times: CPS card, card reader, connection to the CNOP central server. A network outage makes the DP inaccessible — and potentially missed drug interactions.
Sesam-Vitale and electronic claims
Every day, your pharmacy sends electronic care forms (FSE) and electronic reimbursement requests (DRE) to health insurance bodies. This requires a card reader (CPx + Vitale), an approved Sesam-Vitale LGO, and a Vitale card update terminal (ROSP funding of EUR 250 per reader). The dematerialised Vitale card (TeleVitale) is coming — your network infrastructure must be ready.
E-prescription / Digital prescription
Full dematerialisation of the prescription process is rolling out. More than 9 pharmacy software products are validated in pre-series (2025). The paper circuit is being replaced by a digital one: the doctor prescribes, the pharmacist dispenses, everything transits electronically. This simplifies dispensing but requires reliable network infrastructure, an up-to-date LGO and solid backups.

Why choose a pharmacy-specialist IT provider rather than a generalist?

Is my LGO Segur-compliant? How do I check?
Check the current ANS list on esante.gouv.fr to confirm your vendor and any applicable eligibility. An ECLAUD IT proposal can state whether product verification or technical assistance is included; compliance and funding eligibility must be confirmed against the official rules.
Is the Pharmaceutical Record (DP) mandatory? What are my obligations?
Since the decree of 3 April 2023, the DP is created automatically for each patient unless they opt out (6-week window). The pharmacist must collect the patient's contact details (email or postal address). Access to the DP requires the pharmacist's CPS card and the patient's Vitale card, via a connection to the CNOP central server.
How do I secure patient data and prescriptions in a pharmacy?
Three pillars: encrypted backup at an HDS-certified hosting provider (not on an external drive at the dispensing counter), a professional firewall (FortiGate or equivalent) with network segmentation, and workstation encryption.
